What are my options if I was promised a raise, but haven't gotten it?

You have to schedule a meeting to talk with the director, explain how much additional work you are now performing, and be sure to bring in HR to the discussion - if there was a posting for a supervisor promotion for which three employees competed, they would know about it and should have the records on the budget for the position (i.e. pay raise)
