This may sound odd but when my is soft there is a brown ring of foreskin meaning I am uncut or cut???

that brown ring is your cut halo. it's where the clamp (or whatever was used to clamp off the skin) was placed, and it's partially necrotized skin, and part scar. Some guys get it, and some don't. It depends on skin color, and type of circ done on you. On a lot of guys, it's not noticable when they're hard, but when soft, it shows up.
