Serious question about office etiquette?

If he doesn't know that you can see him in the mirror, he thinks he's getting away with staring at you. I think you should let him know every time. When you see him stop and stare, immediately turn around and say something simple like "Is there something you need to see me about?" I think he'll get embarred once he realizes that you know he's staring at you.
