If a person admits to 6 counts of , but is offered a plea for burglary is he put on offender list?

i read an article where a man ually aulted old women and admitted to six times, yet was offered a plea for burglary and did the time for s. why is he not considered a offender? why isn't the public made aware that he is a predator who is still out there?
