Can they actually do this to me and my family with some of the blood on their hands?

I am in the army and i have 5 children and one of them has some very special needs due partly to my chain of commands fault! I was deployed to Afghanistan and had to redeploy early due to issues with said child and her mental status! Now they are trying to involuntary chapter me under a family care plan because of her issues of mental stability, PTSD, depression, self mutilation and suicide attempts! I have 10 years in with no UCMJ and i really think this is BS that they can just throw my career away like this! The issue isn't with my wife or family care plan it is with my daughter! Can they still chapter me for this under the family care plan?
